Balluku File/ From the message "The PM asked me to meet Ram Geci" to

The Special Prosecution Office has included in its investigative file the tender for the construction of the Porto Romano–Durrës road, Lot 3 (continued), an infrastructure project for which suspicions have been raised of a violation of the equality of participants in public procurement. The same file also includes the name of businessman Ram Geci, suspected of the criminal offense of forging seals, stamps or forms.

According to investigative documents, the former director of the Albanian Road Authority, Evis Berberi, as well as Arlinda Gordani and Miranda Shkurti, are mentioned in the Porto Romano procedure, suspected of violating the equality of tender participants, in collaboration.

The investigation into this project began on May 23, 2023, while on February 26, 2026, SPAK decided to merge it with criminal proceedings "no. 136 of 2025", which also include other important infrastructure tenders.

In the documentation administered by the Special Prosecution, Ram Geci is mentioned as a person suspected of forging seals, stamps or forms, more than once. However, from the available parts of the file it is not determined whether this suspected offense is directly related to the Porto Romano tender.

Beyond the suspicions registered by SPAK, the file also documents communications between Belinda Balluku and Evis Berberi, made public earlier, which show that the Porto Romano project was discussed before the tender announcement.

On August 24, 2021, at 1:49 PM, Balluku sends Berber a message on WhatsApp, where he writes:

"The Prime Minister asked me to meet Ram Geci."

Two minutes later, Berberi responds on the Signal app, telling him that he had met the businessman about an hour earlier, during a visit to the Ring Road construction site.

"He met him today. I'm passing by the office because I met him an hour ago at the construction site, I did a lap around the entire ring road," writes Berberi.

Balluku tells him that she is at home, sick with the virus, but the conversation immediately continues with a question related to the Porto Romano project.

"We'll take this to PR, I say. How much is PR?" she writes at 1:52 PM.

The barber replies: "15 million, around 10 million euros without VAT, 15 billion lekë."

Just three weeks after this communication, on September 15, 2021, the Albanian Road Authority announced the procurement procedure for the construction of the Porto Romano–Durrës road, Lot 3 (continued).

On November 22, 2021, in Bulletin No. 167 of the Public Procurement Agency, the evaluation of the bids was published, where the company “Geci” sh.pk was qualified.

After the procedure was completed, the company was declared the winner and signed a contract with the Albanian Road Authority for the implementation of the works. According to data administered by SPAK, the company “Geci” sh.pk has businessman Ram Geci as its sole partner and administrator.

The chronology of events, from the August communications to the announcement of the winner in November, takes on a new significance in light of the investigations by the Special Prosecutor's Office. The investigations into Porto Romano are part of a broader dossier, where SPAK is examining the actions of public officials and economic operators in various procurement procedures, while criminal responsibilities remain to be determined by justice.

Ram Geci is one of the most powerful businessmen in the country, who has won important public tender contracts and large construction permits from the authorities. He is also the owner of the luxury tower "InterContinental Tirana" in the center of the capital.
